Lake County, Ohio, operates a multi-level court system based in Painesville that includes the Court of Common Pleas (with General, Domestic Relations, and Probate divisions), a Juvenile Court, and three municipal courts. The Lake County Clerk of Courts serves as the principal keeper of court records for the Common Pleas divisions, while each municipal court maintains its own case files independently. How to Look Up a Court Case in Lake County?

Lake County provides multiple avenues for researching court cases, depending on which court handled the matter.

Online Search — Common Pleas Cases

The Clerk of Courts operates the eAccess Portal, a free public case search tool. This database covers cases from 1990 to present, with document images available from 2017 onward. Users can search by party name, case number, business name, date of birth, filing date, or case type. Document images can be printed free of charge directly from the portal. Note that images are not available for Domestic Relations (divorce and dissolution) cases — a separate file request must be submitted for those records.

Email Requests

Public records requests can be emailed to coc@lakerecordrequest.org. Include the case number, party names, and year of the case. Non-certified copies can be emailed as PDFs free of charge. Certified copies or physical non-certified copies cost $0.10 per page plus $1.00 per certification, with postage added for mailed copies.

Are Court Records Public in Lake County?

Court records in Lake County are public records under the Ohio Public Records Act (ORC Section 149.43). This statute provides that any record kept by a public office in the course of its official duties qualifies as a public record and must be made available for inspection and copying upon request. ORC Section 2303.10 further addresses the duty of clerks of courts to maintain and preserve court records.

Certain categories of records are exempt from public disclosure under Ohio law:

  • Juvenile court records
  • Adoption proceedings records
  • Probation and parole records
  • Trial preparation records
  • Confidential law enforcement investigatory records
  • Records whose release is prohibited by state or federal law
  • Personal identifying information such as Social Security numbers, bank account numbers, and driver’s license numbers
  • Records that could endanger the life or physical safety of witnesses or law enforcement personnel
  • Records sealed or expunged by court order

When submitting a public records request, the Clerk’s Office will provide an invoice detailing copy costs before fulfilling the order. Mailed copies are sent upon receipt of payment.

Lake County Criminal Court Records

Criminal cases in Lake County are divided between the Court of Common Pleas and the municipal courts. The General Division of the Court of Common Pleas handles all felony cases, while the three municipal courts adjudicate misdemeanors and traffic offenses within their respective jurisdictions.

Searching Felony Case Records

The Clerk of Courts is the custodian of all felony criminal records from the General Division. These can be accessed through:

For fingerprint-based statewide criminal history searches, individuals can use the Ohio Bureau of Criminal Investigation (BCI) WebCheck system. A complete set of fingerprints must be submitted at an authorized WebCheck location. The cost is $22 per subject.

Lake County Civil Court Records

Civil cases in Lake County are heard by the General Division of the Court of Common Pleas (for disputes exceeding $15,000) and by the municipal courts (for claims up to $15,000, including small claims up to $6,000, landlord-tenant disputes, and evictions).

Accessing Common Pleas Civil Records

The Clerk of Courts files, dockets, indexes, and preserves all civil pleadings for the General Division. Civil case records can be located through:

The Clerk’s office accepts filings for civil cases via eFiling, mail, and in person. The accepted filing methods vary by case type — for example, civil foreclosure cases and standard civil actions support eFiling, while civil cognovit filings must be submitted in person.

Municipal Court Civil Records

For small claims, eviction actions, and civil disputes under $15,000, records are held at the respective municipal court clerk’s office. Each court’s online search portal can be used to look up civil case information remotely.

Property records, including deeds, mortgages, and liens, are maintained separately by the Lake County Recorder’s Office at 105 Main Street, Painesville, OH 44077, Phone: (440) 350-2510 These records can also be searched online through the Lake County AVA Portal, which includes documents dating back to 1986.

Lake County Family Court Records

Family law matters in Lake County are adjudicated by the Domestic Relations Division of the Court of Common Pleas. This division handles divorce, dissolution of marriage, legal separation, annulment, child custody and visitation, child support, spousal support, and domestic violence protection orders. The Clerk of Courts is the official custodian of all Domestic Relations case files.

Searching Domestic Relations Records

An important distinction applies to family court records: document images are not available through the eAccess Portal for divorce and dissolution cases. To obtain copies of these records, requesters must submit a file request by email to coc@lakerecordrequest.org. When making a request for a divorce or dissolution case without a case number, include the married first and last names of both parties and the approximate year of the case.

Marriage Records

Marriage licenses are issued by the Lake County Probate Court. To obtain a certified copy of a marriage license or certificate, requesters can complete the marriage certificate request form and mail it to:

Certified copies of a marriage certificate cost $2.00 each. Marriage license applications are completed through the eMarriage portal and finalized by appointment only. The application fee is $70.00, payable by credit card.

Birth and Death Records

Birth and death certificates in Lake County are maintained by the Lake County General Health District. Each copy costs $21.50. Requests can be made:

Birth and death certificates are generally only available to the record subject, immediate family members, or authorized representatives. Statewide records can also be obtained through the Ohio Department of Health, Bureau of Vital Statistics.

Lake County Probate Court Records

The Lake County Probate Court is a division of the Court of Common Pleas and exercises jurisdiction over estate administration, wills and trusts, guardianships, conservatorships, adoptions, name changes, and mental health commitment proceedings. Judge Mark J. Bartolotta presides over the Probate Court.

The Probate Court publishes downloadable forms on its website covering estate administration, release from administration, adult and minor guardianship, trusts, adoptions, name changes, and other proceedings. Most probate records are public and available for inspection. However, adoption records, certain mental health commitment proceedings, and records involving minors are restricted under Ohio law.
