Since January 2026, the Lucas County General Division has offered online case information through two Tyler Technologies platforms:

Copy fees at the Clerk of Courts are $0.10 per page. The office accepts MasterCard, Visa, American Express, and Discover for payments. Online payments for General Division cases can be made through the General Division Payment Portal, while the Domestic Relations Payment Portal handles payments for that division exclusively. A case number must be included with every payment.
E-filing is available through the eFileOH portal for attorneys and self-represented parties filing with the General Division.

Are Court Records Public in Lucas County?
Ohio operates under a strong presumption of public access to government records. Section 149.43 of the Ohio Revised Code — the Ohio Public Records Act — requires that records maintained by any public office be made available for inspection and copying upon request at reasonable times. This applies to court records held by the Clerk of Courts, the Probate Court, the Juvenile Division, and each municipal court clerk.

Courts retain the authority to seal records by order, and certain personal details — such as Social Security numbers and financial account numbers — are redacted before records are released. Anyone denied access to a public record may file a complaint with the Ohio Court of Claims under ORC 149.43©(1).
Lucas County Criminal Court Records

Statewide Criminal Background Checks
The Ohio Bureau of Criminal Investigation (BCI) conducts fingerprint-based criminal history checks. A background check costs $22, payable by credit/debit card, check, or money order to the “Treasurer of the State of Ohio”. Requesters must provide fingerprints and a valid photo ID.
Lucas County Civil Court Records

Searching Domestic Relations Records
Case docket information for the Domestic Relations Division is available through the Online Dockets system. The Clerk’s website also provides downloadable forms used in domestic proceedings, including Domestic Relations Schedules One through Five, the Domestic Relations Division Subpoena, and the current Domestic Relations Rules of the Court.
Copies of family court records can be obtained in person or by mail at the Family Court Center. Requesters should provide the parties’ names and case number. Payments for Domestic Relations court costs must be made through the designated Domestic Relations Payment Portal — this portal is separate from the General Division payment system.
Certain family law records carry access restrictions. Juvenile delinquency records, sealed adoption files, domestic violence records, records involving minors, and documents containing medical or mental health information are not available to the general public.
Marriage Records
Marriage licenses in Lucas County are issued by the Probate Court. The Marriage License Bureau is located on the first floor of the Lucas County Courthouse at 700 Adams Street and can be reached at (419) 213-4361. Marriage records can also be searched through the Probate Court’s Online Case Management System. Copies of marriage records cost $2 each.
Birth and Death Records
The Toledo-Lucas County Health Department issues certified copies of birth and death certificates for events occurring anywhere in Ohio (from 1908 onward for births). The fee is $25 per certified copy, payable by cash, check, credit card, or money order. Credit card orders incur an additional processing fee.

Requesting Probate Record Copies

The court’s website provides downloadable forms for various filings. Most probate court records — including wills, estate inventories, guardian accountings, and trust matters — are public documents. Exceptions include adoption records and records related to involuntary hospitalization of the mentally ill, which are sealed by statute.
