Marriage Records
Marriage licenses in Muskingum County are issued exclusively by the Probate Court. The license fee is $60 (cash only); checks and credit cards are not accepted. Applications can be submitted online through the Probate Court, and licenses may be used on the same day they are issued. They remain valid for 60 days. Marriage records dating back to 1804 are maintained by the Probate Division.

The Zanesville-Muskingum County Health Department maintains birth and death records from December 1908 to the present. ZMCHD can now issue birth certificates for individuals born anywhere in Ohio after 1908. Certified copies cost $25.00 (including $13.36 in state fees).

Searching Probate Records
The Probate Division maintains its own online records search portal, which allows searches by party name, case number, and file date. Will and estate records are available from 1804 to the present. Marriage license records also date back to 1804.
Requesting Copies
For verified copies of probate records, individuals may send a written request by mail or email to the Probate Court with the approximate date and exact names of the parties. Include a self-addressed stamped envelope with mail requests. The court will not mail copies until payment is received. In-person requests are also accepted during business hours.
Key Probate Case Types
The Probate Court handles several categories of matters:
- Estate Administration: Appointment of executors or administrators, supervision of asset collection, debt payment, and distribution to heirs. The court may require a bond and the filing of inventories and accountings.
- Wills: Safekeeping of wills prior to the testator’s death (for a small filing fee), probate of wills after death, and will contest proceedings (jury trial available upon request).
- Guardianships: Appointment of guardians for minors or incompetent adults after hearing and investigation. Guardians file periodic reports and accountings under court supervision.
